I think its a rtg or hb not sure as tail part is not seen in the pic.
If posteroir half of 5th level scales are golden then hb, as the color is deeper lemon golden as of hb.
RTG has copperish gold, ans lighter.
But again, shine level is not upto 5th level here.
So, i would say its a good quality rtg.
