Most importantly, since the setup is outdoors, do you have a shelter for the container? Rainwater would very easily upset the water parameters in such a small body of water.
You would definitely need to setup some sort of filtration system. I would advise using liverock and coral sand(typically grade c1 is used) for filtration along with a suitable sized protein skimmer. Water movement is important as well, so I would advise getting wavemakers/powerheads to create water movement. Apart from having the need for a shelter, the concept in setting up and maintenance would be similar to a typical glass/acrylic marine aquarium. Deep_end's article as well as the website links here would give you an overall understanding of the hobby as well as help you research on the fishes your keen to keep.
