Is dwarf seahorses under CITES?

If not, is it available in Singapore?
What is the usual selling price for one?
I got a chiller equipped unused 2ft tank, and hope to restart my marine hobby, after a failed Nemo-triggered craze on my kids request.

What is the typical lifespan of a dwarf seahorse in local context.

I had google on this species, but answers varies from forums to forums, website to websites, perhaps someone in town would give a better answer, based on his/her experience.
