Default Heating Tube

I came across this aquarium heater on dealextreme, SKU 49454, Stainless Steel Heating Tube Heater for Fish Tank Aquarium (100W/220V-240V). *I can't post links*

Does anyone have experience with such a device? Can it be used to chill the water or does it heat the water only? i.e. if i set the device to 25 degrees and my ambient temp is 30 degrees, will it chill the water temp to 25 degrees?

Heater can only produce heat.

Think abt shower water heater vs air-con system.

i see, thanks alot! guess cheap chillers just don't exist!
