Where can I buy this Potassium Permaganate and what is the right amount of PP to use for tank size 5x2x2 with sump ot 3.5x1.5x1.5
You can buy the PP from any pharmacy at $6+ per 100 grams. Use 2 grams for your case (you need a digital precision weighing machine or you can pm me). Maintain a mid purple colour tank water. Alternatively, you can also buy a UV sterilizer and hook it up with your return flow mentioned by another bro.

Yes, UV sterilizer is not adviceable to be switch on when using medication. I switch on my UV 24/7 (started hobby and using UV since '99) because power consumption is very low, 9w/hr. Just the replacement cost of the UVC tube is pretty expensive, abt $30/- every 6mth. But you need to touch and press the black plastic casing every few months. If it turn soft(middle portion), get a replacement soon because the plastic is breaking down soon, expect leak after a few weeks/months.
For the aloe vera, I use the water conditional that has this added. Aleo vera helps in improving of injures. Hope it clears your doubt. I prefer natural healing as I am not comfortable toying with chemical. As long as the water quality is good, what you need is patience.
