Don't teach others, what you don't know yourself!!! A wrong advise is worst than not advising itself.

In such instances (happens once in awhile), I will 'siphon' the water on the surface using a container (tilt sideways, let water sip into container slowly). I will also use a air/oxygen tube with water inside, touch e bubbles and let e bubbles enter the tube.

When we change water, we usually suck out from e middle or bottom of the tank thus omitting the top.

which is why it's advisable to have some surface agitation. not too much like splashing but a smooth ripple to encourage gaseous exchange.
