Bearing in mind that yours is a 3ft tank setup, I would recommend using a good cannister filter powerful enough to have sufficient cycling rate for the expected volume of water and to drive the chiller. Use good medias in the canister and you can actually do away with the OHF. Just my opinion

Read the sticky as there are a lot of info. Please read up before you start. This can help you avoid mistakes or cut cost. Making changes after initial setup cost money, so this can be saved.

PERSONALLY (if i'm setting up a tank)...
1. Undergravel Filter (UGF)
I will use quartz over the UGF before covering it with soil. This is to reduce the suction pressure which can break down the soil earlier.

2. Overhead Filter (OHF)I will forgo the OHF and use 1 canister alone. Else like some bros do, use a pre-filter and connect it to the filter. This way, can clean the pre-filter more regularly (maybe every 3mths)

3. Chiller
I will connect the chiller just after the canister, before water is returned to the tank.

4. UV Lights
Better still, connect a UV Light after chiller. Don't on the light, but as and when there is a need, use it.

5. Shrimps vs Fishes
Please note, fish keeping and shrimps is a different science altogether. What we do for fishes doesn't work the same on shrimps. Tried and proven, failed. So avoid the 'trial and error' method.

6. Cycling
Cycling tanks doesn't require commando shrimps. Use fish food, old filter from other tanks, old water from other tanks. After initial water change, you may want to put in fishes to create a bio-load. Fishes are more able to take new tank water than shrimps.

I will be reading more while I trying to get my tank set up. Saving up now. Still a student >< Chiller does cost a lot to me. Hahaha!
