i need your advise on questions i have about lighting and custom tanks and such

Aquarium setup
1. Tank dimensions: 3 x 1.5 x 1.5 ft
2. Lighting: 2 sets 2 x 36watts PL (8000k) (NA MAG II) (First set 8hrs, 2nd set 2hrs after 1st set for 8 hrs, total 10 hrs)
3. Filtration: 1 x 2213 (1 box efimech, 1 ltr of Seachem matrix), 1 x 316 (with carbon for initial start, will remove once tank is stabilized) will be adding another 2213 after 2nd month
4. Extra equipments: 2.5kg CO2 with solenoid, diffusor and 6" fan, surface skimmer
5. Base fertiliser: 10kg Kitty litter (Bentonite Clay), 1 bag JBL base fert. Root monsters and laterite where needed.
6. Gravel: 1 50 pound bag of lapis
