Yes. Harlequin shrimps would be able to eat the starfish as starfishes are their natural diet.
Are the shrimps completely red with white feelers and white dots at the head? If yes, most probably its the blood shrimp. If the body is yellow(can be very pale shade) with red stripe running along the top of the shrimp from the head to the tail with white feelers, its most probably the skunk cleaner shrimp.

harlequin shrimps are easy to feed.. just get a starfish and throw it in they will clear it

Blood shrimps are not picky feeders, they eat a wide variety of food. You can feed them sinking pellets. They would also eat fresh seafood.
