What I understand from their proposal (think is not firmed yet) is "all races can stand but if there is one or more Malay they would stand preference", not necessary they must have a Malay to stand. If no Malay still would open to other races. Think LHL message is misunderstood. And all must meet the stringent criteria regardless of race.
