Default Lighting consultation for turtle tank

Currently have 3ft tank to house a few terrapin concentric turtle. There is a basking light and also uvb light focusing on the basking rock but the other areas of the tank were completely dark and mainly water. Its not really nice for aquascaping especially in living room.

Could anybody recommend any lighting for aquascaping. Prefer a nice LED light or some energy efficient lighting that could enhance the turtle coloration. Have tried out some DIY LED but the turtle looks very pale. Tried some fluros and T5; colour much better but expect high electricity bill with basking light and uvb light already turned on. Thanks

T5 won't cost much in electricity bill for a 3ft tank. I more worry of the algea as turtles bioload is high.
