Default Stunted bichir?

I wish I can post the piciture on my phone but I am thinking of buying two tiger bichirs. I am not sure if they are stunted.

The head is bigger than body and they are juveniles. 10-13cm

If I buy them and feed them well, will they grow back to normal or they are no good?

Please help.

No external gills. Body more smaller and eyes popping out
