green tail and fins wavy

I just rescued this 18" green aro and it seems to have been through some rough times. The tail, dorsal fin, and anal fin looks like thet were once damaged and did not grow back properly. Just wondering if i can do operation and cut all 3 parts off and let it regrow. Will the aro be able to swim if i cut all three parts off at the same time.

Try not to cut all 3 at a go bro. do it bit by bit slowly not to rush maybe after the injuries plus the water condition is not gd dad's y lidat poor fellow.
