I have seen this before on a jardini. The guy I know treated it with tetracycline. The bubbles do go down, but the fish will never look normal. This was a few years back, I saw the fish in his tank about a 18 months after treatment. It was alive and eating well. i don't know what caused the issue. The guy normally looks after his aquariums pretty good.
