Default Plesiotrygon nana

Just came across this Stingray on the web. Interesting to know that it stays at a relatively small 25cm disc. Is this what's considered a Teacup? I know zero about rays and I've never considered keeping them because the potential sizes puts me off(tank size issue), but this could change all. Hopefully its available in future.
