Perfectly Normal
Your aro sounds like he's healthy and fine. Sitting at the bottom of the tank is perfectly normal, some arowanas are lazy to swim all the time. One suggestion as mentioned will be to put a powerhead or introduce tank mates. I personally don't mind the arowana when it sits at the bottom of the tank when I'm not around. Once you approach the tank or your aro sees you, he will get up and start swimming around.

have experience this before.. as time passes and when my aro grew larger.. no longer settles at the bottom.. now always swim around.. seemed that the aro just need some time to settle down in the tank before it starts swimming ard freely.. no worries
