Popeye wont go

Hope someone can help. My Silver arow got popeye about three months ago, symptoms were swolen eye (which was downturned), a redish tinge around the guill covers, and a redish tinge around the scales and dorsal/anal fins. Subsequent to treatment (over a few weeks, using 3 medications), his appetite has returned, and is lively again. The redish tinge on the guill cover and fins has pretty much gone (though there is still a tinge), but his eye is still downturned which affects his ability to hunt. What can I do to get him back to his former self? I have tried a few medications subsequent to the original 3, including 30 minute treatments with bactapur direct, and have not had much success. I want my boy back to himself. HELP please!
