help aro scales eaten at base near fins

hi i have been away from my tank for a few weeks,... and my fish temp has dropped to about 21 C due to the cold weather where i keep my fish in uk.

i have been told by the person looking after my fish that the scales near the base of the fish look like they are being eaten. the strange thing is he says the scales are being eaten at the base/ start of the scale which is unusal in my experience.

can any one please help or give some advice./

Quite a nos. of them are facing these situation too ......
