Maybe you got a shy GF?????......Just bought them didnt you?
The first day when you release her into the tank is she active? Or has she been behaving like this since day one?

I ever own a Ranchu which took 3 weeks for her to actually start swimming freely......first few weeks very shy and hides at a corner.

But your case maybe constipation???? Thats why not eating much and not swimming much and floats??????? Did you try to feed peas to her?

Cos yours is a new tank with newly added GF, did you check your water parameters?

Try opening the gill cover. It should fresh red in colour. If dark red or with a bit of white substance, then its gill disease. Use 0.5% salt for 4 days.
